California Recovery Roadmap

As part of California’s efforts to modify the Stay-at-Home order, we are building a roadmap for community resiliency. Today, we are enlisting all Californians to help inform the development of guidance for different sectors of our economy. These guidance documents will not be exhaustive, but they will provide the private sector with a framework for how to safely reopen.



All sectors will need to consider how best to decrease the spread of COVID-19 and lower the impact in their business. This may include activities in one or more of the following areas:

  1. Reduce transmission among employees and customers/public,
  2. Maintain healthy business operations, and
  3. Maintain a healthy work environment.

Maintain Public Health Measures

All sectors will need to consider implementing public health measures to protect employees and customers/public:

  1. Require employees or customers/public to wear masks or face coverings;
  2. Institute symptom screenings (not necessarily temp checks); and
  3. Method for accomplishing physical distancing.

Maintain Business Operations

All sectors will need to consider how to build plans to ensure continuity of operation, this may include:

  1. Implement flexible sick leave and supportive policies and practices.
  2. Assess essential functions and the reliance that others and the community have on your services or products.
  3. Determine how the business will operate if absenteeism spikes from increases in sick employees, those who stay home to care for sick family members, and those who must stay home to watch their children if dismissed from childcare programs and K-12 schools.

Maintain Healthy Environment

All sectors will need to consider their built environments to protect the health and wellbeing of both customers/public and employees to:

  1. Support respiratory etiquette and hand hygiene for employees, customers/public, and worksite visitors;
  2. Perform routine environmental cleaning and disinfection; and,
  3. Perform enhanced cleaning and disinfection after persons suspected/confirmed to have COVID-19 have been in the facility.
